HIPAA, or the Health Insurance Portability and Accountability Act, was enacted by Congress in 1996. Title II of the Act, known as the Administrative Simplification provisions, calls for the establishment of national standards for health care transactions and national identifiers for health insurance plans, employers, and providers.
